The Manipulation group on the Geometry tab contains tools that allow you to set the centre of rotation and translate or rotate an object using the mouse.
Set Centre of Rotation
Use the 
Set Centre of Rotation tool to set the centre of rotation of objects in the view window, as follows:

On the Geometry tab, in the Manipulation group, select the
Set Centre of Rotation tool. - Click the required point in the view window.
Freehand Transform
The 
Freehand Transform tool allows you to perform freehand rotation and translation on an object in the view window. In the tool drop-down, there are four options:

To use any of these options:

On the Geometry tab, in the Manipulation group, select the
Freehand Transform drop-down and select the transform option you wish to use. -
Use the mouse or keyboard direction arrows ( !, #, ", $) to move or rotate the object as required.
